Defense Services Division of O’Connor Consulting Services provides consulting services and products to elements of the US Department of Defense and the Defense Industry.  Expertise includes Advanced Concept/Joint Concept Technology Demonstrations (AC/JCTDs), Defense Acquisition, Science & Technology Programs, Systems Engineering, Test & Evaluation, and Program Management.  From our location in Colorado Springs, we provide support to customers throughout the United States and abroad. 

We help Defense Organizations and their contractors during all phases of the AC/JCTD process.  This includes developing and marketing winning AC/JCTD proposals, preparing Implementation Directives and Management Plans, developing Government Requests for Proposals (RFPs), preparing RFP responses, performing systems engineering and test, conducting military utility assessment, and planning and preparing for successful transition.  Two FY03 ACTDs that we supported include High Altitude Airship (HAA) and Deployable Cargo Screening (DCS).

HAA ACTD will demonstrate the engineering feasibility and operational concept of a large, unmanned, solar powered, stratospheric airship capable of flying for a year or more at 65,000 feet while serving as a multi-purpose platform for communications, reconnaissance, surveillance, and other military applications. 

DCS ACTD was approved to demonstrate the military utility of an innovative technique to rapidly screen an entire pallet of cargo prior to loading on military aircraft.  This unique approach will detect trace amounts of hidden explosives and other hazards to aircraft and crew with minimum impact on cargo operations.
